Baroness Butler-Sloss and her ‘valuable and important witness’
American ‘child abuse expert’ Ralph Underwager gave evidence, oral and written, to the Cleveland Child Abuse Inquiry in 1987 and was described by the chairman, Lord Justice Butler-Sloss as a “valuable and important witness.” In his oral evidence he asserted the following as proven by research:-
- Abused children are not secretive: cannot feel shame or embarrassment before the age of 9 or 11
- The recidivism rate for abusers is 1% to 2%
- Anal assault was the most rare and infrequent form of abuse and then only occurs with perpetrators who are “rather crazy”
- Abused children are not threatened
- 5% of claims of abuse are probably well founded, as judged by the conviction rate
- There is no therapeutic benefit in an abused child expressing their feelings afterwards to a psychiatrist. He said he regarded his views as mainstream.
Recently Dr Underwager said in an Internet exchange that he had treated victims of sexual abuse since 1953 and in all that time had never met one who blamed themselves for the abuse by thinking they had invited the abuse or was a bad person.
Ralph Underwager and his wife, Hollida Wakefield believe that “ill founded, intrusive, and destructive state intervention in the lives of families and individuals under the cloak of saving children from abuse is a serious widespread problem.”

Paidika: Is choosing paedophilia for you a responsible choice for the individuals?
Underwager: Certainly it is responsible. What I have been struck by as I have come to know more about and understand people who choose paedophilia is that they let themselves be too much defined by other people. That is usually an essentially negative definition. Paedophiles spend a lot of time and energy defending their choice. I don’t think that a paedophile needs to do that. Paedophiles can boldly and courageously affirm what they choose. They can say that what they want is to find the best way to love. I am also a theologian and as a theologian, I believe it is God’s will that there be closeness and intimacy, unity of the flesh, between people. A paedophile can say: “This closeness is possible for me within the choices that I’ve made.”
Paedophiles are too defensive. They go around saying, “You people out there are saying that what I choose is bad, that it’s no good. You’re putting me in prison, you’re doing all these terrible things to me. I have to define my love as being in some way or other illicit.” What I think is that paedophiles can make the assertion that the pursuit of intimacy and love is what they choose. With boldness, they can say, “I believe this is in fact part of God’s will.” They have the right to make these statements for themselves as personal choices. Now whether or not they can persuade other people they are right is another matter (laughs).

Whistleblower and former Conservative party activist Anthony Gilberthorpe says he provided child prostitutes for a sex and drugs party with top politicians
Senior Tory cabinet ministers were supplied with underage boys for sex parties, it is sensationally claimed.
Former Conservative activist Anthony Gilberthorpe said he told Margaret Thatcher 25 years ago about what he had witnessed and gave her names of those involved.
His allegations that he saw top Tories having sex with boys comes after David Cameron launched a Government inquiry into claims of a cover-up.
Anthony, 52, said: “I am prepared to speak to the inquiry. I believe I am a key witness.”
Trawling seedy streets during a Tory conference, Gilberthorpe says he was asked to find underage rent boys for a private sex party at a top hotel.
Today, more than three decades later, he claims he was acting on the orders of some of the most senior figures of Margaret Thatcher’s government.
Anthony says he was a full-time political activist when he helped procure the “youngest and prettiest” boys for several cabinet ministers after being told to find “entertainment”.
In a series of explosive claims about conferences at Blackpool and Brighton in the 1980s, he alleges boys as young as 15 indulged in alcohol and cocaine before they had sex with the powerful politicians.
He says one person who attended a party is a current serving minister.
Others said to be present at the parties included Keith Joseph, Rhodes Boyson, Dr Alistair Smith and Michael Havers
As a young aspiring politician, Mr Gilberthorpe admits being in awe of the men, but now insists: “They manipulated and groomed me to do their bidding.”
He said: “I was just 17 when I first went to a conference in Brighton in 1978. I couldn’t believe I was rubbing shoulders with all these important people and I couldn’t believe that they were taking such a keen interest in me. I would have done anything for them because I was so desperate to make it in politics.
“During the years I was attending conferences between 1978 and 1985, I was a full-time political activist. At the same time I was running for office in district and county council elections.”
Mr Gilberthorpe claims that at the 1983 Blackpool conference he was asked by Dr Alistair Smith – the Tory Party Chairman in Scotland – to arrange for young rent boys to have sex with two high-profile cabinet ministers, who we are not naming today.

In that week he presented the then-Prime Minister Mrs Thatcher with a cake to mark her 58th birthday. But he says he also had a more sordid role – using his young looks to find these underage boys for her ministers.
At the time, the age of consent made it illegal to have gay sex with anyone under 21-years-old.
He said: “Dr Smith, who I looked up to at the time and was the most important Tory in Scotland, told me to go and fetch some ‘entertainment’, which was code for young boys and handed me a handful of bank notes. There was about £120.”
Mr Gilber-thorpe claims he was not shocked by the request.
He said: “It was a norm and an open secret that these older members of the Tory party, like
Dr Alistair Smith, paid for young men to join them at sex parties.
“It was the first time I was asked to fetch them but it was hardly surprising as I was becoming one of their trusted people. There was a well known and used cruising area close to the Imperial Hotel, which was a conference hotel. The hotel was not open to the public.
“I was expected to find the youngest and prettiest boys. It was what those men wanted.
“In fact it was all they wanted.
“So myself and another Tory candidate walked down there and sat on some benches underneath an archway in the Pavilion area of Blackpool and waited.”
He said they were approached within minutes by a “guy aged about 20” called James. He went on: “I asked him if he wanted to come back to the hotel and he said ‘yes’. We asked if he had any
mates and he went away and came back with two boys who were aged about 15 and no older.
"It was a surreal situation as we were dressed in suits and ties and they were wearing jeans.
“We said we would make it worth their while and the older one held out his hand and I passed him the money to share out. I promised him there would be plentiful amounts of free booze.”
Mr Gilberthorpe claims he then asked hotel security to contact a man inside who worked at the Conservative Party Central Office to arrange for the three rent boys to be given security clearance and special badges that would allow them to enter the Imperial.
He said: “All MPs, members of the National Executive and chosen delegates were given name badges that allowed you access to the conference hotel.
“Some of them had a small Oscar sign in the corner which was a code to allow others to know you were allowed into these secret parties.” He claimed the Hollywood-style Oscar symbol was actually in honour of gay writer and poet Oscar Wilde.
Once inside the Imperial, he says the group walked up several flights of stairs to a room where politicians were waiting for them, along with a table of cocaine
He said: “We took them straight upstairs and into a room where Dr Smith and other MPs were waiting for them at the party. They were given drinks and cocaine to snort and then they were all moved into the centre of the room.”
ReplyDeleteMr Gilberthorpe said he witnessed two senior Tories having sex with the boys. He said: “A couple of other MPs were in the room. I can clearly remember seeing one politician, who is now a serving Tory MP, standing there and watching.”
Mr Gilberthorpe also claims that two years earlier in 1981 he saw Sir Michael Havers – then Attorney General – at a swimming pool party at the Tory conference in Blackpool, where underage boys were encouraged to perform sex acts on several politicians, who we are also not naming today.
He recalled: “In 1981 I was invited back to the Imperial Hotel by a Conservative councillor.
“He was a big player in the notorious right-wing group the Monday Club.
“We arrived at around midnight and I was led down some stairs to a door where two men were stood as security.
“We were allowed to enter and I was led through a tiled changing room where there were piles of clothes strewn across the floor. We then walked into an area where there was a large pool and lots of men either stood around naked or simply wrapped in towels.
“Among the MPs I recognised in there were Keith Joseph and Rhodes Boyson. I saw the Attorney General Michael Havers down there as well.
“There were a couple of glass tables set up as a mini bar with bottles of spirits on them and there was cocaine on several tables. I saw several boys who were clearly aged between 15 and 16 down there and I saw that a few were performing sex acts on MPs.
“Other young men were acting as waiters walking around with little black bow ties on. I was completely shocked by it because I was still only 20 and I had never seen anything like it.”
He added: “I stayed for a couple of hours but was tired because a conference was always a boozy affair where mainly spirits were drunk in large quantities from about 5pm onwards.”
Mr Gilberthorpe, now 52, says he also attended a sex party at the Grand Hotel in Brighton during the Conservatives’ 1984 conference.
On the night before the seafront hotel was hit by an IRA bomb attack, he claims he saw senior MPs engaging in sex acts with boys below the age of consent at a “corridor party” held in a row of rooms on the fourth floor.
He said: “There were two guys on the door at the end of the corridor and because we were in the group I was allowed to enter. Several doors were left open and others were closed.
“There were several men walking from one room to another and enjoying sex acts with other naked men, including boys who were clearly only about 15 or 16 years old. I saw Keith Joseph there and a politician who is now still a serving MP.
“It was held on the night before the bomb went off and afterwards one MP crudely joked that it was a good job it was, or there would have been rent boys falling through the floor.”
Mr Gilberthorpe, who decided to finally break his silence because he fears an Establishment cover-up, also claims that in the aftermath of the bombing, in which five people were killed, he was asked to look after two rent boys.
He said: “I rushed over there from my hotel after I heard the blast and saw Keith Joseph stood outside in a blanket.”
Yesterday he said: “I was a teenager when I first met these men and they manipulated me and groomed me to do their bidding.
“Because they were the most powerful men in the land, I was led to believe it was all OK. In truth they were abusers and once they had tired of me they simply discarded me. It is time this came to light before anyone else is abused.
“They didn’t think they were doing anything wrong and it was the norm then. They felt untouchable.”

Two victims of alleged child abuse claim they were raped by MPs in one of London’s most exclusive blocks of flats, reports the Sunday People.
They came forward separately – and are ready to give evidence to the new inquiry into a paedophile network at Westminster .
They claim they were 11 and 13 when they were first taken to “parties” at Dolphin Square, which is a short walk from the Commons and has been home for up to 59 MPs at a time.
Two Tory MPs, one an ex-Cabinet minister, are among the VIPs accused of abusing terrified kids they had first plied with whisky, according to an investigation by website Exaro for the Sunday People.
One of the men told how the MPs held his head under water as they raped him.
He recalled being taken to the riverside block a short walk from the Commons about 10 times over a couple of years either side of 1980.
He was around 11 when he first went there for a Christmas party.
The man said: “Sometimes I would be driven there with other children. On other occasions I would be driven there alone and join other children there.”
But the kids were not allowed to speak to one another, he claimed.
He described being led to a heavily curtained flat via several flights of stairs and a “dimly lit, musty” corridor.
He added: “We were asked if we wanted a drink – but it was always whisky.
“Both MPs were brutal. I was raped over a bath-tub while my head was beneath the water."
He claimed one MP told him to thrash another lad – and “sexually punished” him when he refused.
He added: “I was held down by a group of men and my feet were stabbed with something.”
One of the abusers was known as the Doctor and he treated any injuries.
The second man said he was about 13 when an MP took him to a “dinner party” for 12 people in the early 80s in a flat with “lots of artwork”.
Several guests left after the meal, he said, but a group of men remained with kids they had brought with them.
He said: “They were boys and girls between 13 and 15.
"The men openly discussed the fact we were young and joked about who had brought along the most attractive boy, like it was a competition.”
He said as soon as he got to know any of the other children they would vanish.
The man added: “You could never make proper friends with them but there was a bond between us all.”
He claimed the kids were often raped after their abusers had watched porn.
And he alleged he was raped by the same ex-Cabinet minister as his fellow accuser.
The shock claims come as the Government is still reeling from a series of reports over two years by the Sunday People and Exaro alleging a secret child-abuse network in corridors of power in the past.
Dolphin Square has long been a place of intrigue.
Previous residents include MI5 chiefs , Soviet spy John Vassall and Nazi traitor William Joyce, known as Lord Haw-Haw.

ReplyDeleteI've been trying to remember the place Butler Sloss was at in London where the childrens place is above a really dodgy mens club, I know where it is now, its ARK SCHOOLS and it is either 15 Adam Street London WC2N 6AH or 9 Adam Steet London under Charing Cross and The Strand.

Baroness Butler-Sloss child abuse inquiry resignation statement in full
"I was honoured to be invited by the Home Secretary to chair the wide-ranging inquiry about child sexual abuse and hoped I could make a useful contribution.
“It has become apparent over the last few days, however, that there is a widespread perception, particularly among victim and survivor groups, that I am not the right person to chair the inquiry. It has also become clear to me that I did not sufficiently consider whether my background and the fact my brother had been Attorney General would cause difficulties.
“This is a victim-orientated inquiry and those who wish to be heard must have confidence that the members of the panel will pay proper regard to their concerns and give appropriate advice to Government.
“Nor should media attention be allowed to be diverted from the extremely important issues at stake, namely whether enough has been done to protect children from sexual abuse and hold to account those who commit these appalling crimes.
“Having listened to the concerns of victim and survivor groups and the criticisms of MPs and the media, I have come to the conclusion that I should not chair this inquiry and have so informed the Home Secretary.
“I should like to add that I have dedicated my life to public service, to the pursuit of justice and to protecting the rights of children and families and I wish the inquiry success in its important work.”

Special Branch officers seized a paedophile dossier naming Establishment figures drawn up by Labour peer Barbara Castle in the 1980s, it was claimed yesterday.
Officers citing ‘national security’ confiscated the file which listed 16 MPs along with senior policemen, headteachers and clergy, it was said.
The dossier was collated by the late Baroness Castle of Blackburn who handed it to Don Hale, the editor of her local newspaper, the Bury Messenger.
Mr Hale claimed a ‘heavy mob’ of Special Branch officers raided his office in 1984 and took away the file, threatening him with prison if he resisted.
ReplyDeleteAnd he said that the day before the raid, Liberal MP Cyril Smith – since exposed as a predatory paedophile – had also visited the office, demanding that he bury the story.
It would be the second paedophile dossier to have ‘disappeared’. A year earlier, a file handed to former Home Secretary Leon Brittan by Tory MP Geoffrey Dickens also went missing.
This has now prompted Prime Minister David Cameron to set up a special inquiry into child abuse.
Lady Castle put together 30 pages of information about alleged attempts by the Paedophile Information Exchange (PIE) to infiltrate government while seeking funding and trying to persuade MPs to legalise sex with children.
As well as key members of both the Commons and Lords, she found that about 30 prominent businessmen, public school teachers, scoutmasters and police officers had links to PIE.
ReplyDeleteYesterday Mr Hale, 61, said: ‘Barbara was horrified at the rapid extent of PIE’s involvement with key people and her file included details of about 16 household-name MPs.’
He said Lady Castle – who at the time was Euro MP Barbara Castle – passed him the dossier and asked if he would write a story based on it.
I agreed to run something the following week but obviously had to contact certain MPs named – from the Labour, Liberal and Conservative parties – and the Home Office for their responses,’ said Mr Hale.
‘The next day, Cyril Smith came to my office. He must have heard about it, or been sent by, the former Liberal leader Jeremy Thorpe.
‘Cyril tried to persuade me that it was “all poppycock”. He said Barbara had her “knickers in a twist” since leaving the House and had become bored with wine lakes and sugar mountains in Europe.
‘He played down the whole episode and wanted an assurance that I wouldn’t run anything.
‘I couldn’t give that and he went away very disappointed. The next day the heavy mob arrived. Two or three police in uniform and half a dozen in plain clothes.
‘They came at 8am, before most people had arrived for work, and showed me warrant cards and a D-notice and something signed by a judge. They threatened me with five to ten years in prison and took away my notebooks and all the papers Barbara had given me.
‘It was a threat to national security, and not in the public interest, they told me. If I had said no, I would have been arrested. I had to give them assurances I had given them everything. They told me not to tell anyone, and the whole thing was over within half an hour.’
Mr Hale went on to be a campaigning editor at the Matlock Mercury newspaper known for his investigation that led to the freeing of Stephen Downing, wrongly jailed for the ‘Bakewell Tart’ murder.
But he said it was the incident with the Lady Castle dossier that sparked his determination to expose cover-ups.
He said: ‘Barbara had been a long-serving local MP and used to come and have a chat with me every couple of weeks. We had talked about a potential paedophile ring with MPs before, but she said no one would listen
‘She asked me if I would take a look and run a story from her point of view. She objected to any funding of this organisation PIE, and was very concerned about the speed of their infiltration and the number of prominent names who were allegedly supporting them.
‘Barbara was horrified, too, at the prospect of Parliament approving legalised sex with children, often under the guise of educating them, and mentioned an influx of rent boys and unsavoury and unfortunate situations that had been covered up by the authorities.’
He said she had not been surprised when he told her about the visit from Special Branch. ‘She sort of expected it,’ he said.
‘This was a powerful organisation and she reluctantly admitted she was fighting a formidable foe. She apologised for the hassle it caused me.’
Lady Castle died in 2002.
Mr Hale said of the dossier: ‘It was 30 years ago, so I can’t remember the names and full details, but I was sworn to secrecy by Special Branch at the risk of jail if I repeated any of the allegations.’

A former senior Metropolitan Police officer says he was moved from his post when he revealed plans to investigate politicians over child abuse claims.
Clive Driscoll says his inquiry into 1980s London children's homes was "all too uncomfortable to a lot of people".
He also believes there were "disruption tactics" within the Met during his inquiry that led to the conviction of two of Stephen Lawrence's killers.
The Met defended its murder inquiry and said Lambeth investigations continued.
List of suspects
Mr Driscoll told BBC Newsnight that while conducting a 1998 inquiry into allegations of abuse in children's homes in Lambeth, south London, in the 1980s, he was passed a list of suspects' names, including politicians, that he wanted to investigate.
Speaking for the first time since retirement, he said: "Some of the names were people that were locally working, some people that were, if you like, working nationally.
"There was quite a mix really because it appeared that it was connected to other boroughs and other movement around the country."
He said after he had shared his suspicions at a meeting, he was taken off the investigation.
'Fear of reprisals'
"I certainly, in a case conference, disclosed suspects' names... but I was informed that was inappropriate and I would be removed from my post."
Mr Driscoll added: "Whenever people spoke to you... about what they had seen, it was almost on the proviso that they wouldn't make a statement and that they would be scared if you released who those people were that were talking, for fear of reprisals to both their selves and their families."
He said he felt there had been mistrust on both sides.

Several convictions
Did he fear he was stopped from investigating the Lambeth claims because he suspected more than one politician was involved in child abuse?
He replied: "At the time I just felt that it was all too uncomfortable to a lot of people."
After Mr Driscoll said he was moved, police continued to look at more than 20 children's homes.
Investigations are still ongoing and there have been several convictions.
The Met said it was looking into his claims concerning his removal from the investigation and have called him to a meeting in Scotland Yard on Wednesday.
His claims come as two inquiries into historical child sex abuse allegations have dominated recent national headlines.
One is a sweeping, independent inquiry looking at how public bodies dealt with these types of allegations, while the other will look at how the Home Office handled abuse claims dating from the 1980s.
'Be honest'
Meanwhile, Mr Driscoll also told Newsnight that senior officers in the Met had discussions about holding back certain documents from the Ellison Review, the independent inquiry that looked into allegations of police corruption in the Stephen Lawrence case.
He warned: "One bad decision around disclosure undoes the remarkable work that police officers do up and down the country.
"For me, just be open and honest, warts and all."
ReplyDeleteStephen Lawrence was 18 when he was stabbed to death near a bus stop in Eltham, south-east London, in April 1993, in a racist attack by a gang of white youths.
'Not enthusiastic'
After years of legal attempts had failed, Mr Driscoll eventually led an investigation that brought the case to court successfully.
David Norris and Gary Dobson were convicted of murder, in January 2012.
But Mr Driscoll said there had been officers inside the Met who did not want a "successful prosecution".
"There were certainly people I think in senior levels in the Met that weren't enthusiastic about the investigation. I certainly felt that."
He felt so concerned about what he described as "disruption tactics" that he said he emailed senior officers with his fears.
Now he has left the force, he said relationships between the Lawrence family and the Met were as bad as they had been just after Stephen's murder.
'Right the wrongs'
Mr Driscoll supports Metropolitan Police Commissioner Sir Bernard Hogan Howe, but believes the Met must now be as transparent as possible to rebuild the trust of the public.
He said: "I believe we are in a position today where we have an opportunity to learn and we have an opportunity to put right some of the wrongs."
The Met told Newsnight no relevant Stephen Lawrence material had been intentionally withheld and its policy was to be open and transparent.
It added it was still committed to continuing the Lawrence investigation.

LK: Well, I am joined now by Neil Hamilton who is now a member of UKIP of course, but in the 1990s was a Conservative whip. Thank you for coming in. When you were a whip, what was the atmosphere like? Were the whips really all-powerful?
NH: Well, Michael Dobbs of course has written very successful books and a TV series err... alleging that we were masters of the dark arts and, to an extent, I suppose we were. Maybe there was no real life... real life Francis Urquart but if you go back to the 60s and 70s, maybe even to the early 80s, there was a culture where the Establishment...erm... were to be defended, protected and secrecy was more the order of the day.
LK: So what kind of secrets did the whips keep?
ReplyDeleteNH: Oh well, we had what was called a Dirt Book [laughs] and.....
LK: Not even a little black book? A Dirt Book?
NH: A Dirt Book. Yes and er... the whips would write in it what they heard and saw in the course of their day about their colleagues - what was said, how they behaved and, for example, if someone in the bars was behaving inappropriately...er... that would be noted, and erm...erm... it wouldn't just be ignored, of course you'd have a word with er...whoever might be responsible for embarrassing behaviour which could not only embarrass himself but also the Government or the Party to which he belonged. I do agree with Michael Brown that if we had become aware of any serious, criminal conduct, then you would have had to have reported that to the appropriate authorities. But I think you need to know there was - going back 30 or 40 years - there was greater tolerance of what we would no regard as highly inappropriate behaviour. Errr.... not... look at the Savile case or the Smith case, how the police and the Establishment, politicians covered up what we now regard as .... much more than just disgraceful conduct, but actually...err...very predatory and criminal conduct.
LK: But there may have been things that might have been considered 'a bit inappropriate' at that time that we would now find 'deeply inappropriate'.

LK: Possibly suggestions of paedophilia or child abuse. Now what was the worse thing - the worst secret that you ever kept?
NH: Oh dear! [grimace] Well that would be telling wouldn't it? [smirks / laughs] But ....I....I ....
LK: [interrupts] Well you've come into the studio...
NH: I never heard any allegations of ...erm....erm... well I heard allegations but I never saw anything which you might regard as proof of paedophile activity. Erm...I knew Geoffrey Dickins very well ...erm...and, I mean, nobody really took Geoffrey very seriously and perhaps that is part of the problem here. I don't know what was in this pile of dog-eared papers that he gave to Leon Brittan.. erm ..Geoffrey was a narcissist, self-publicist, and he was .... he had an eye for getting a headline in the tabloid press. But....there could have been something in those papers, who knows [shrugs]
LK: You have just said - you DID hear allegations of child abuse. Did you.....
NH: No! I never heard allegations of child abuse ....erm....erm... but I certainly heard allegations of people with inappropriate sexual behaviour. Not as regards children but certainly erm...erm.. the kind of inappropriate behaviour that today you might be prosecuted for which in those days you might not have been.
LK: And an interest in young boys - as the other former whip describes it?
NH: Well, I never came across this personally but we knew of colleagues who behaved in inappropriate ways. There was a Labour MP called Alan Rogers, who is now dead, who used to go to bondage and sado-masachism clubs and behave in the most outrageous way. It's astonishing that that never came out at the time but we do now know about it in retrospect.
LK: Well, [trying to interrupt]
NH: It was well known at the time but it was kept a secret at the time by the Labour whip [smirk]
LK: of course he's not here to defend himself, but you say quite clearly that there were allegations going on, some of them deeply unsavoury; potentially - as you said - which could be considered illegal now but may have been illegal then. And as whips - they were in the Dirt Book.
NH: Well, I never heard any allegations of the kind that Geoffrey Dickins might have reported, but certainly ....erm... the kind of behaviour which, in the Nigel Evans case..... he was not convicted of a criminal offence but his behaviour in the bars of the House of Commons at the time was a cause of comment. It wasn't criminal behaviour - nothing like this paedophile stuff - but it was that kind of thing which you would find in the Dirt Book.
LK: Very briefly, is there anything that you discovered - the secret kept by a whip - that you feel now that you should have something about it at the time?
NH: Well, I plead 'not guilty' of course. But ...err...err...[laughing] ....erm.... I 'm saving all that for my memoires. [grins]
