Thank you for your letter of 30 May to Lord Falconer on behalf of your constituent (Zoompad), about expert evidence and transparency of the family courts. I am replying as the minister now responsible for family justice issues. I am sorry for the delay in this response coming but hope that you and (Zoompad) will find the information provided helpful.

I am not sure what (Zoompad) is referring to when she writes in her letter about the family courts using the Pennysylvanian psychologists Ralph Underwager and Richard Gardner. In all cases where an expert is instructed to provide evidence, their role is to provide an opinion entirely independent to those who are a party to the proceedings. Experts must confine their opinion to matters that are material to the issues in the case; and that relate to questions within their own area of expertise. When making any decisions in family cases, courts must take into account the overriding duty to treat the welfare of the child as paramount. The Judge makes his or her decision after hearing and considering all the evidence put before the court by the parties and any other witnesses, including experts.

The Government is committed to ensuring the evidence provided by experts is of the highest quality research and represents the current state of knowledge about the issue in question. In October 2006, the Chief Medical Officer published the report, “Bearing Good Witness: Proposals for reforming the delivery of expert medical evidence in family law cases”. The report reviewed the use of medical expert witnesses within the family courts and made proposals to secure a sustainable supply of competent, quality –assured medical expert witnesses in the future. A summery of responses to the proposals is available on the Department of Health website at ; www.dh.gov.uk/consultations/fs/en, which may be of interest to your constituent.

(Zoompad) also had concerns about secrecy in the family courts. The Government published a consultation paper titled “Confidence and confidentiality: Improving transparency and privacy in family courts” on 11 July 2006 which put forward a number of proposals with the aim of improving public confidence in the family courts, and safeguarding the privacy of those involved in proceedings. In addition to the 245 formal responses from individuals and organisations, a series of events were arranged that gave people the opportunity to debate the proposals, including an on-line forum for children. An overview of the consultation responses was published on 22 March of this year, together with a Young people’s guide to responses.

The Government published a further consultation paper on 20 June 2007, which can be downloaded from http://www.justice.gov.uk/publications/cp1007.htm or obtained from my department. The consultation closes on 1 October 2007. The paper has two purposes. Firstly, it announces proposals which will be taken forward as a result of the 2006 consultation. Secondly, it will consult on some limited further proposals. The proposals aim to promote a culture of openness in the family courts, while promoting he best interests of children. The Government plans:

To pilot the provision of better information by providing more information in certain cases about how the court has reached its decision for the people involved in proceedings and for those who were subject to proceedings as children;

To publish an anonymised transcript or an anonymised decision summery (for example where a child is perminantly removed from one or both parents);

To clarify the rules on who can attend family courts, and what reporting restrictions apply; and

To develop an online information hub to provide general information on the different tiers of family court, what happens in each, on what basis the judiciary reaches decisions, and what to expect if you are going to be involved in proceedings.

The paper makes further proposals:

To allow wider disclosure of information by parties involved in family court proceedings involving children, and which are heard in private; and

To protect the identity of the children beyond the end of proceedings.

Finally, in response to (Zoompad’s) comments on family court costs, we spend about £225m a year on running the family courts in England and Wales. A large proportion of this cost is recovered in court fees payable by applicants.

The calculation of fees for family proceedings is based on taking account of the cost of all the resources needed to run the system. This includes the salaries of relevant judiciary and court staff, general administrative costs including the cost of supporting Information Technology systems, accommodation and an appropriate share of other overheads.

The part of the cost not covered by fees is met by the general taxpayer as part of the resource budget of the Ministry of Justice. The Ministry’s overarching concern is to ensure access to justice and a system of fee concessions provides an effective means of achieving this for less well-off citizens. In the previous financial year, the taxpayer, in effect paid subsidies in family proceedings of nearly £22 million.

I hope this clarifies the situation for (Zoompad) and I enclose a copy of this letter for you to send to her if you wish to.

Dear Lord Chief Justice,

I wrote to you about the problems that I am having with the Family Courts on the 19th October 2006, but did not receive a satisfactory response.

I shall be performing a prayer meeting in Whitehall in March, for the 29 dead children who were murdered by their fathers, following decisions made by the Family Courts to force them to have contact with abusive men. This is part of a protest about the Family Courts, in particular, the secrecy that surrounds these proceedings, and the threats of imprisonment, which are being made by Cafcass to women whose only “crime” is to seek to protect their children.

We are extremely concerned about the training of Cafcass officers and of the psychologists whose evidence is so important in these proceedings. There are three “disorders” that are being used against abused women in these proceedings, they are:

1) Munchausens Syndrome By Proxy (Psychologist Sir Roy Meadows)
2) False Memory Syndrome (Psychologist Dr Ralph Underwager)
3) Parental Alienation Disorder (Psychologist Dr Richard A Gardner)

There are very serious concerns not only about the validity of these papers, but also of the morals of two of the psychologists who wrote them. I think that you ought to look at the attached papers that I have enclosed. I have also sent copies of these documents to the press.

Yours Faithfully,

Zoompad

RICHARD A. GARDNER: IN HIS OWN WORDS

(In the interests of avoiding "MISPERCEPTIONS VERSUS FACTS ABOUT THE CONTRIBUTIONS OF RICHARD A. GARDNER, M.D.")

"At the present time, the sexually abused child is generally considered to be the victim," though the child may initiate sexual encounters by 'seducing' the adult." Gardner, Richard A., Child Custody Litigation (1986), p.93

“Sexualising children can have procreative purposes, because a sexualised child is more likely to reproduce at an earlier age. "The younger the survival machine at the time sexual urges appear, the longer will be the span of procreative capacity, and the greater the likelihood the individual will create more survival machines in the next generation." Gardner, Richard A., True and False Accusations of Child Sex Abuse (1992), pp.24-25

"It is of interest that of all the ancient peoples it may very well be that the Jews were the only ones who were punitive toward paedophiles." Ibid. pp.46-47

Many child advocates are "charlatans, and/or psychopaths, and/or incompetents." Ibid. p.526

"It is extremely important for therapists to appreciate that the child who has been genuinely abused may not need psychotherapeutic intervention." Ibid. p.535

"There is a whole continuum that must be considered here, from those children who were coerced and who gained no pleasure (and might even be considered to have been raped) to those who enjoyed immensely (with orgastic responses) the sexual activities." Ibid. p.548

"Older children may be helped to appreciate that sexual encounters between an adult and a child are not universally considered to be reprehensible act. The child might be told about other societies in which such behaviour was and is considered normal. The child might be helped to appreciate the wisdom of Shakespeare's Hamlet, who said, 'Nothing's either good or bad, but thinking makes it so.' In such discussions the child has to be helped to appreciate that we have in our society an exaggeratedly punitive and moralistic attitude about adult-child sexual encounters. Ibid. p.549

"If the mother has reacted to the abuse in a hysterical fashion, or used it as an excuse for a campaign of denigration of the father, then the therapist does well to try and 'sober her up'... Her hysterics... will contribute to the child's feeling that a heinous crime has been committed and will thereby lessen the likelihood of any kind of rapprochement with the father. One has to do everything possible to help her put the 'crime' in proper perspective. She has to be helped to appreciate that in most societies in the history of the world, such behaviour was ubiquitous, and this is still the case." Ibid. p.584-585

"Mothers who have been sexually abused as children may have residual anger toward her molesting father or other sexual molester, and this may be interfering with her relationship with her husband. This should be explored in depth, and she should be helped to reduce such residual anger... Perhaps she can be helped to appreciate that in the history of the world his behaviour has probably been more common than the restrained behaviour of those who do not sexually abuse their children." Ibid. p.585

"It is likely that the mother has sexual problems... In many cases she herself was sexually molested as a child... She may never have achieved an orgasm -- in spite of the fact that she was sexually molested, in spite of the fact that she had many lovers, and in spite of the fact that she is now married. The therapist, then, does well to try to help her achieve such gratification. Verbal statements about the pleasures of orgasmic response are not likely to prove very useful. One has to encourage experiences, under proper situations of relaxation, which will enable her to achieve the goal of orgasmic response... Vibrators can be extremely useful in this regard, and one must try to overcome any inhibition she may have with regard to their use... her own diminished guilt over masturbation will make it easier for her to encourage the practice in her daughter, if this is warranted. And her increased sexuality may lessen the need for her husband to return to their daughter for sexual gratification." Ibid. pp.584-585

"If he [the molesting father] doesn't know this already, he has to be helped to appreciate that paedophilia has been considered the norm by the vast majority of individuals in the history of the world. He has to be helped to appreciate that, even today, it is a widespread and accepted practice among literally billions of people. He has to appreciate that in our Western society especially; we take a very punitive and moralistic attitude toward such inclinations... He has had a certain amount of back [sic] luck with regard to the place and time he was born with regard to social attitudes toward paedophilia. However, these are not reasons to condemn himself." Ibid. pp.593

"Of relevance here is the belief by many of these therapists that a sexual encounter between an adult and a child -- no matter how short, no matter how tender, loving, and non-painful -- automatically and predictably _must_ be psychologically traumatic to the child... The determinant as to whether the experience will be traumatic is the social attitude toward these encounters." Ibid. pp.670-71

"I believe it is reasonable to say that at this time there are millions of people in the United States who are either directly accusing or supporting false sex-abuse accusations and/or are reacting in an extremely exaggerated fashion to situations in which _bona fide_ sex abuse has occurred." Ibid. p.688

“Mandated reporting of child abuse has resulted in the "reporting of the most frivolous and absurd accusations by two- and three-year-olds, vengeful former wives, hysterical mothers of nursery school children, and severely disturbed women against their elderly fathers." Gardner, Richard A., Issues in Child Abuse Accusations, 5(1), p.26

"We need well-publicized civil lawsuits against incompetent and/or overzealous psychologists, psychiatrists, social workers, child protection workers, 'child advocates,' police, and detectives whose ineptitude has promulgated a false accusation."

LITANY FOR FATHERS
written by Ralph Underwager, Ph. D.
for The American Coalition for Fathers and Children (ACFC) June, 1998

Leader: Father, you volunteered to be our father knowing what it was to be a father and who we are. Therefore, open your heart to our perplexity and emptiness and show us what fatherhood is so we know where to aim.

Underwager: Paedophiles can make the assertion that the pursuit of intimacy and love is what they choose. With boldness they can say, "I believe this is in fact part of God's will.

Response: HEAR OUR PRAYERS, O LORD!

L. Father, you have experienced the mystery, awe, and wonder of being a father while we stumble, mumble, and search in blindness, fear, and confusion. Lead us to where you have gone before so we may follow with courage, resolution, and perseverance.

Underwager: Take the risk, the consequences of the risk, and make the claim: this is something good. Paedophiles need to become more positive and make the claim that paedophilia is an acceptable expression of God's will for love and unity among human beings. This is the only way...

R. HEAR OUR PRAYERS, O LORD!

L. Father, you give us children to be ours. But when they are hurt, yours is the first tear that is shed. Let us know how you hurt for all our children. Let us know what we need to understand and do to heal and restore wholeness to our children as you bind up our wounds.

Underwager: Given this schizophrenia and these hysterical attitudes about childhood sexuality, it's going to be difficult for paedophiles to appear more positive, to start saying they're not exploiters of children, that they love children, the sexual part included...

R. HEAR OUR PRAYERS, O LORD!

L. Father, you rejoice, delight, and eternity echoes with your laughter when our children are loved, giggle, sing with joy, and yell with exultation. Show us how to rejoice when we see and hear them and learn from their wonder at life.

Underwager: Paedophiles need to become more positive and make the claim that paedophilia is an acceptable expression of God's will for love and unity among human beings.

R. HEAR OUR PRAYERS, O LORD!

L. Father, you want a good life for us and we want a good life for our children. Open us to goodness, love, and nurturance rather than hate, anger, and pride so that we can open golden doors and straight paths for our children.

Underwager: As with all human behavior, I would suggest that paedophiles can say, "I have chosen; I choose; I will act in this fashion. I believe that the outcome will be good..."

R. HEAR OUR PRAYERS, O LORD!

L. When your heart breaks and your chest fills with pain at seeing your children imprisoned in falseness, know that our hearts and chests do too and keep us from paralyzing despair and impotence.

Underwager: The blame for everything gets put on the so-called deviants, while the true American remains at home, pure, probably mortifying the flesh, crucifying the body, being a good citizen.

R. HEAR OUR PRAYERS, O LORD!

L. When enemies shoot out their tongues, buzz their mean words, sneak, and plot to steal our children, shield us with your truth and hold us and our children in your strong arms.

Underwager: I would add radical feminism, which includes a pretty hefty dose of anti-maleness. I think in a very real way, these women may be jealous that males are able to love each other, be comrades, friends, be close, intimate, work cooperatively, function in groups. The point where men may say that maleness can include the intimacy and closeness of sex may make women jealous. This would hold true for male bonding, and paedophile sex too. The woman is jealous of the connection.

R. HEAR OUR PRAYERS, O LORD!

L. When enemies rage against us, pierce our souls with barbs, and bury us under their stones of wrath, give us the strength to believe your promise, freely given, that vengeance is yours and you will repay. Then let us lay aside our resentments and angers and leave room for divine retribution while we sleep calmly.

Underwager: Paedophiles are too defensive. They go around saying, "You people out there are saying that what I choose is bad, that it's no good. You're putting me in prison, you're doing all these terrible things to me. I have to define my love as being in some way or other illicit." What I think is that paedophiles can make the assertion that the pursuit of intimacy and love is what they choose.

R. HEAR OUR PRAYERS, O LORD!

L. When we surrender to rage, disappointment, sunder our minds and spirits in shards, and try to feed our children stones rather than bread, cast us not aside.

Underwager: What I have been struck by as I have come to know more about and understand people who choose paedophilia is that they let themselves be too much defined by other people. That is usually an essentially negative definition. Paedophiles spend a lot of time and energy defending their choice. I don't think that a paedophile needs to do that.

R. HAVE MERCY ON US, O LORD!

L. When we are lost and searching for something, anything, to make it better for us and our children, take us by the hand and lead us to a place we can start again.

Underwager: Sex has always been the penultimate answer to the ultimate question, which is unity and wholeness. In theological terms, sex has been the way that human beings have tried to avoid dealing with the mystery of the Trinity, the mystery of Unity. Sex is penultimate.

R. HAVE MERCY ON US, O LORD!

L. Finally, when we and our children are safely home with you, and we can start the party you have promised us all, be there with us to watch the lambs and lions play, the children and the serpents snuggle, fathers and mothers laugh, clap hands and cry for joy, and be pleased at the life of children created as partners with you.

Underwager: I was urging earlier that you make the loving image clearer to the outside world. What appears to the public is not the picture of a loving man but rather the picture of the dirty old man lurking in alleys, waiting for nice innocent young lads to come by, grabbing their genitalia and hustling them off and sort of casting them aside and waiting for the next one.

R. HAVE MERCY ON US, O LORD!

L. Then join us in a glass of wine, a sup of milk and honey, the sweet fragrance of frankincense and myrrh, tender touch, the sound of beloved voices, the sight of lips, eyes, and mouths long known, and roll around with us in the clover.

Underwager: I do believe it is God's will that we have freedom. I believe that God's will is that we have absolute freedom. No conditions, no contingencies. When the blessed apostle Paul says, "All things are lawful for me," he says it not once but four times. "All things are lawful for me."

R. AMEN.

Underwager: Paedophiles can boldly and courageously affirm what they choose. They can say that what they want is to find the best way to love. I am also a theologian and as a theologian, I believe it is God's will that there be closeness and intimacy, unity of the flesh, between people. A paedophile can say: "This closeness is possible for me within the choices that I've made."

Underwager: The solution that I'm suggesting is that paedophiles become much more positive. They should directly attack the concept, the image, the picture of the paedophile as an evil, wicked, and reprehensible exploiter of children.

My ex solicitor is still claiming legal aid for me

I found out yesterday that a family court solicitor called Murray Cantlay is still claiming legal aid for me seven months after I dismissed him and began to represent myself.

I have to say that for the seven long years of family court absolute hell I have suffered I feel that I was representing myself anyway. I am in the process of making a formal complaint against this Stoke - on - Trent based family law solicitor and it is going to be a pretty explosive law suit when the whole story comes out in the National media.

I'm a Christian, and my philosophy has always been peace, love and forgiveness. But there are certain individuals who have maliciously persecuted me for no reason whatsoever. I have decided to forgive these people. I will show them great mercy and Christian love by visiting them when they are in prison and reading the Bible to them. It's the least I can do.

Tom O' Carroll

He was born in 1945 in County Carlow, Ireland and was one of the founder members of the Paedophile Information Exchange (PIE). In 1980 he published "Paedophilia: The Radical Case", which called for the acceptance of sexual relations between children and adults.

In 1981 O'Carroll was convicted for "conspiracy to corrupt public morals" over the contact ads section of the PIE magazine and was imprisoned. In 2002 he was again successfully prosecuted for importing indecent photographs of children which he had taken on the Middle East state of Qater's beaches. At the time, he was working on a book about thge musician Michael Jackson, who was later acquitted of charges brought against him regarding indecent behaviour towards a child.

In June 2000 he delivered a paper to the annual meeting of the International Acadamy of Sex Research in Paris, called Sexual Privacy for Paedophiles and Children. This argued for the right to possess pornography which depicted children in sexual poses, and also that children might enjoy sexual contact with adults. Later, O'Carroll was arrested once more on suspicion of conspiring to distribute indecent photographs of children. In September 2006, he admitted to two counts of distributing indecent images and he was jailed on 20th December 2006 for 30 months at Middlesex Crown Court.

From the North East archive, first published Friday 22nd Sep 2006.

"A PERVERT who led an international child sex ring from his North-East home was last night facing jail.Residents of Shildon, County Durham, have spoken of their disgust after learning that the prominent pro-paedophilia campaigner was living in their midst.Thomas O'Carroll led a worldwide campaign to legalise child sex from his end-terrace house.Last night, he was behind bars, facing a possible ten years in jail after admitting three counts of distributing indecent photographs of children between January 1, 1994, and July 4 last year. The 60-year-old author and his accomplice, millionaire Michael Studdert, a former priest from Surrey, were arrested in January after a police investigation involving up to 100 officers.London's Middlesex Guildhall Crown Court heard yesterday that more than 20 years ago, O'Carroll founded the Paedophile Information Exchange (Pie), which was described as "sick" and "a force for evil which attracted dirty-minded predators".After Pie was disbanded, O'Carroll set up the International Paedophile Child Emancipation group at his home in Market Place, Shildon.Members campaigned for the right to have sex with children. An undercover officer infiltrated the group and the pair were arrested after O'Carroll passed him paedophile material. An investigation uncovered more than 50,000 images in a secret vault at Studdert's luxury home - believed to be one of the largest collections ever found.Peter Zinner, prosecuting, said it was the Crown's case that both men represented a danger to children. He said: "O'Carroll is known and there are old convictions from 15 years ago."In August 2002, O'Carroll, a former university press officer and teacher, was jailed for nine months for smuggling indecent pictures of naked children from Qatar. But after a hearing at the Court of Appeal, the prison sentence was overturned. In 1981, O'Carroll was sentenced to two years' imprisonment for conspiracy to corrupt public morals after he published Pie's worldwide contact list to try to encourage sexual contact with children. When he was arrested in January, Shildon residents were shocked to learn of O'Carroll's sordid past. Last night, they spoke of their relief that he was behind bars.Jim Brass, 57, whose mother-in-law lived next door to O'Carroll, said: "He was the apex of the pervert triangle, he's someone who has encouraged others to behave like him and people like that cannot be allowed to live normal lives. I'm pleased he is facing ten years in prison, but I don't think there is a stretch long enough for someone like that. He's not going to change but, at least for now, he is away from children."It was awful when we found out he was in Shildon and there was lots of trouble at the house. People were angry and his windows were put out every day."Hairdresser Thelma Cook, 56, said: "You know people like that exist, but to know a house in Shildon, which so many school kids walk past every day, was occupied by one and he was running that group is terrifying."No one expects it to go on near them, but it has made everyone more wary. What worried people was that he felt no guilt and thought his views were acceptable."O'Carroll tried to join Bishop Auckland Chess Club while he lived in the North-East.He was thrown out after members were alerted to his past when he was recognised at a competition.Studdert, who pleaded guilty to 20 counts of making indecent images of a child, one charge of distributing indecent images of a child and one of possessing an indecent image, was described as O'Carroll's lieutenant. The 67-year-old former priest and teacher, also had a home in Poland, where he spent up to half the year.He wrote obscene novels about having sex with boys and distributed them around the country.Sentencing was adjourned until December 15 for the preparation of pre-sentence reports."

German Government Publication Promotes Incestuous Pedophilia as Healthy Sex Ed

Micheal O'Brien, author on crisis of culture in West, says this "German state intervention in family life is a new level of auto-destruction"

By John-Henry Westen

BERLIN, July 30, 2007 (LifeSiteNews.com) - Booklets from a subsidiary of the German government's Ministry for Family Affairs encourage parents to sexually massage their children as young as 1 to 3 years of age. Two 40-page booklets entitled "Love, Body and Playing Doctor" by the German Federal Health Education Center (Bundeszentrale für gesundheitliche Aufklärung - BZgA) are aimed at parents - the first addressing children from 1-3 and the other children from 4-6 years of age.

"Fathers do not devote enough attention to the clitoris and vagina of their daughters. Their caresses too seldom pertain to these regions, while this is the only way the girls can develop a sense of pride in their sex," reads the booklet regarding 1-3 year olds. The authors rationalize, "The child touches all parts of their father's body, sometimes arousing him. The father should do the same."

Canadian author and public speaker Michael O'Brien who has written and spoken extensively about the crisis of culture in the West spoke to LifeSiteNews.com about the shocking and extremely disturbing phenomenon. It is, he said, "State-encouraged incest, which in most civilized societies is a crime." The development is, he suggests, a natural outcome of the rejection of the Judeo-Christian moral order.

"The imposed social revolution that has swept the western world is moving to a new stage as it works out the logical consequences of its view of man's value," said O'Brien. "It is merely obeying its strictly materialist philosophy of man. If man is no more than a creature created for pleasure or power. If he is no more than a cell in the social organism, then no moral standards, no psychological truths, no spiritual truths can refute the 'will to power' and the 'will to pleasure'."

The pamphlet advises parents to permit young children "unlimited masturbation" except where physical injury becomes apparent. It advises: "Children should learn that there is no such thing as shameful parts of the body. The body is a home, which you should be proud of." For ages 4-6, the booklet recommends teaching children the movements of copulation.

Another product of the BZgA is a song book aimed at children of four and slightly older which includes several songs espousing masturbation. The song-book entitled "Nose, belly and bum" includes one song with the following lyrics: "When I touch my body, I discover what I have. I have a vagina, because I am a girl. Vagina is not only for peeing. When I touch it, I feel a pleasant tingle."

"The wiser and deeper position of most civilizations recognized that children need a period of innocence," commented O'Brien. "Now the state, the German state, is encouraging destruction of this state of innocence," he added. "This is consistent with the materialist philosophy that sees all moral norms and all truths about human nature as repressive. Pleasure and their distorted concept of freedom are their only guiding principles."

According to the Polish daily newspaper Rzeczpospolita, the BZgA booklet is an obligatory read in nine German regions. It is used for training nursery, kindergarten and elementary school teachers. Ironically it is recommended by many organizations officially fighting pedophilia, such as the German Kunderschutzbund. BZgA sends out millions of copies of the booklet every year.

"A society such as Germany's which is already in steep decline, indeed into degeneration, will only inherit the whirlwind of violence and further levels of degradation of their own people," warned O'Brien.

"It has happened before in Germany. It has happened in other nations. Different causes but the same dynamic, the rejection of the moral order of the created universe results in radical evil. The German state intervention in family life is a new level of auto-destruction," said O'Brien.

Rzeczpospolita reports that the Eckhardt Scheffer of BZgA claimed that before releasing the manual the organization consulted parents, educators and child psychologists. 93% of whom gave a positive evaluation.

Even for a Western nation, Germany's billboards and television ads push the limits of public pornography. Last year LifeSiteNews.com reported that a very popular teen magazine in Germany publishes nude photos of teens in sexual positions which would be in almost any other nation illegal child pornography.

With a licentiousness as the new morality of the secular materialist establishment and homeschool a forbidden practice, parents in Germany may well wonder what will transpire in public education.

"Will those children who are not liberated by their parents have special classes in their schools where they're introduced to these practices," asked O'Brien rhetorically. "If the state intervenes in this way, what won't it intervene in?"

O'Brien concluded his comments quoting G.K. Chesterton: "When men cease to believe in God, they do not thereafter believe in nothing, they then become capable of believing anything."

The mysterious death of Chief Constable Michael Todd

This is too important not to be included on my blog. It may not seem to have anything to do with child abuse, then again, what had the David Abrahams cash donations episode got to do with child abuse? Quite a lot, apparently.

I want to add my condolences to Mr Todds grieving family.

MANCHESTER, England (AP) — A city police chief who led an investigation into charges that Britain cooperated with secret CIA flights to transport terrorism suspects without formal proceedings has been found dead, his deputy said Tuesday.

Manchester Chief Constable Michael Todd, 50, was found dead in Snowdonia, about 240 miles northwest of London, Deputy Chief Constable Dave Whatton said. He had been missing since going out for a walk Monday during his day off.

Whatton said the body, which was found Tuesday afternoon, had not yet been formally identified but he believed it was Todd.

He said a coroner's inquest would investigate the cause of death and did not give any further details.

Todd was elected vice president of the Association of Chief Police Officers of England and Wales in 2006, according to a biography on his Web site.

The association gave him the task of looking into accusations that Britain allowed the CIA to use the country's airports to fly terrorism suspects to other countries without any extradition hearings, a clandestine procedure known as "extraordinary rendition."

Todd's investigation concluded last June that there was no evidence to back the claim. Last month, however, Britain admitted one of its remote outposts in the Indian Ocean had twice been used by the United States as a refueling stop for the secret transfer of two terrorism suspects.

He and his wife had a daughter and twin sons.

How it feels to be a victim of child abuse

I just want to explain, if I can, how it feels to be a victim of child abuse. I was a victim of incest, and also of institutional abuse. I think, although both left terrible emotional scars, the institutional abuse has left the deepest scars.

First of all, to have someone do things to your body which feel uncomfortable or wrong is very upsetting. I can remember as a child feeling very shy of other people seeing my naked body. This personal modesty is a natural feeling, quite normal, as far as I can tell, and a normal part of growing up. Very small children do not feel this, it comes as the child grows.

To have your own personal space violated against your will, to have someone touch you where you do not want to be touched, it is very distressing. I remember when I was violated, feeling shame and humiliation. I was violated in this way over a two year period. I felt dread and sick to think of what was to come. I tried to block it out of my mind. I felt guilty for not telling my parents. I felt too frightened to tell my parents. I wanted to hide under the blankets, I used to pretend to be asleep when he came to get me. That didn't work, he used to poke me until I moved. He would tell me to come to his room in five minutes. If I did not go, he would come back and poke me, if I was pretending to be asleep, until I gave in. This made me feel that I was complicit in the arrangement, because I was walking to his room by myself, of my own accord. But I was frightened that my parents would wake up, and find out what was going on. I did not want him to get into trouble, because he was my brother. I did not like what he was doing, but I did not know how to make it stop without him being in serious trouble. It was a terrible situation, and one which an eleven year old does not have the mental capability of dealing with.

I blamed myself for what happened to me for over 20 years. That seems incredible to me now, but apparently it is a pretty normal reaction in incest victims. I didn't know any other incest victims until pretty recently, so I felt like some kind of wierd alein creature.

The institutional abuse was more terrifying. I never feared that my brother would kill me, but I certainly feared for my life in the Pindown children's home. I did feel that I was in the power of evil, and that anyone could do anything to me. I had been subjected to a forced internal examination at Stafford police station. That was a dreadful ordeal, made even worse by the fact that I had never had one of those internal examinations before, so I thought that the clanking noises that I heard was the doctor inserting sharp knives into my vagina. There were four uniformed policemen present at this examination, they were there because I had refused to have this examination, and they told me that they would hold me down on the table if I did not comply. They were by the open door, I could hear them laughing and joking as the doctor performed the internal. A policewoman was also present, she stood at my side, I could see her face, I remember her pretty face, she was not smiling. I will never forget that day. It was the most humiliating and frightening thing I have ever experienced. Because I had no idea what an internal examination was, I was shocked when I heard the sound of metal inside me, no-one explained the proceedure to me, and I was terrified that if I moved the doctor might stab me inside of me. We had covered the history of England at school, and in my school text books I had seen graphic images of the guillotine and hanging, drawing and quartering, so what was going through my mind at the time was so horrific, because I was a child, and had a child's mind and imagination.

When I was locked in a cell at the Pindown home, I was with strangers. I did not know a single person at that place. I was terrified. I found a suicide letter from another girl, she told me that the people in the home were having sex with her, that her own father had done disgusting things to her and that the people in the home were also doing things. It was terrible finding that letter, I felt trapped. I just knew I had to get out of that place. I attacked everyone who tried to get into the cell, and I soiled the cell. In the end, they called in the psychiatric hospital, who took me away. There were also abusers at the hospital, but there were also people who were not abusers, so it was relativly safe, but like a haven compared to the hellhole I had escaped from. I remember the relief and joy I felt when I saw my social worker, come with the psychiatric hospital people, to take me out of that place. She was a familiar face, it was a relief to have someone who at least knew my parents.

To be put into a psychiatric hospital at the age of 13 is very humiliating. I have felt like a total loser for a good deal of my life. It prevented me from getting a decent job, I have only been able to get very low paid work, no matter how hard I work, no matter how much I give. I have felt like a dreg, a useless, stupid person. My parents were also ashamed of me, because of the stigma of having a daughter who was in a mental institution at the age of 13. They were once so proud of me, I passed my 11 plus and went to Grammer school, I had a promising future ahead of me. But because of the abuse, I turned into the black sheep of our family. I felt I was bad, but could never really work out what I had done wrong. To condemn myself meant that I had to condemn everyone else! So I suffered terrible depression for years. I still have panic attacks, there are times when I have such a vivid memory of the past that it shuts me down, I will burst into tears for no apparent reason, or pass out, or feel nausia, or vomit.

This is my personal account of how it feels to be a victim of child abuse.

Margaret Hodge, Labour MP for Barking, and her spouse

Margaret Hodge is a very interesting woman. Her maiden name is Margaret Oppenheimer, her father was a German Jewish steel trader, her mother was an Austrian Jew. She was born in Egypt, her family moved to London just after the war. She was educated at Bromley High School and went on to the London School of Economics.

She has been married twice. Her second husband, Sir Henry Hodge, was a fellow Labour borough councillor and Chairman for the National Council for Civil Liberties (now known as Liberty). He was a solicitor, but is now a circuit judge. I think I did mention that the NCCL were linked to the Paedophile Information Exchange in my previous blog.

Margaret Hodge was elected councillor in Islington in 1973. She was associated with a group of newly elected, activist, largely middle-class councillors who were viewed with varying degrees of antagonism by some established Labour Party councillors. She rapidly became Chairman of the Housing Committee. At one point, Hodge's deputy chairman was Jack Straw. The end of her period at Islington, before taking up her Parliamentary career, was marred by criticism of her response (in 1985) to serious child abuse allegations.

In 1985, Demetrious Panton complained about abuse that he had suffered while in the council's care in the 70s and 80s. He did not receive an official reply until 1989, in which the council denied responsibility.

In 1990 Liz Davies, a senior social worker employed by the borough and her manager David Cofie, raised concerns about sexual abuse of children in Islington Council Care. Correspondence between Hodge and the Director of Social Work indicates that she declined a request for extra resources to investigate. In early 1992 Liz Davies resigned from her post and requested that Scotland Yard investigate the allegations. The Evening Standard then began reporting on the allegations of abuse in Islingtons children's homes, shortly after which Hodge resigned. In 1995 the White Report into sexual abuse in Islington Care homes reported that the council had failed to adequately investigate the allegations.

In 2003, following Hodge's appointment as Minister for Children, Demetrious Panton went public with his allegation that he was abused in Islington Council care and had repeatedly raised this issue with no effect. He holds Margaret Hodge ultimately responsible for the abuse that he suffered. Liz Davies the social worker also went public with the issues that she had raised concerns about while working for the council.

Following a media campaign conducted by several national newspapers calling for her to resign from her new post, she responded to Panton by letter, in which she referred to him as 'extremely disturbed'. Panton then passed the letter to the press which planned to publish it, only to be judicially restrained from doing so at the instruction of Hodge. The letter was eventually published, mainly on the grounds that the blocking of the letter was seen as disproportionate. Hodge was forced to publicly apologise and offered to contribute to a charity of the man's choosing as recompense. This effectively ended the affair in the eyes of the press, although the affair remains a blot on her political record.

How Margaret Hodge voted on key issues since 2001:

So much for Margaret Hodge. Her husband, Sir Henry Hodge is just as interesting. He does seem to have a great deal of empathy for rapists and not too much concern for their victims. It is very strange.

SEX ATTACKER STAYS BECAUSE OF HUMAN RIGHTS

By John Chapman

A JUDGE yesterday vetoed the deportation of a serial sex attacker because it would breach his human right to a family life.

The decision by immigration judge Sir Henry Hodge caused a storm of protest last night – led by the victim of one attack.

Mother-of-two Gabrielle Browne, 42, said she was “disgusted” by the ruling, which means Mohammed Kendeh will not be booted out and sent back to his native Sierra Leone.

Waiving her right to anonymity, Mrs Browne said: “It’s a shameful decision which makes my blood boil.  Where is the justice in this?

“I was a victim of Kendeh and I did not want anyone else to go through the ordeal I went through. Kendeh must be laughing at the law.

“Before the attack I felt secure in my everyday life.  Now I am in pieces and constantly feel on edge as if I am under threat.”

The Home Office had sought to deport 20-year-old Kendeh, who has a high risk of re-offending.

He admitted indecently assaulting 11 women in the past five years and has committed a string of other offences including robbery, burglary, arson and drugs.

But Sir Henry – husband of Labour minister Margaret Hodge – ruled that Kendeh should be allowed to stay because he came to the UK at the age of six and has almost no family left in West Africa.

To support his decision, he cited article eight of the Human Rights Act, which gives a person the right to a family life. He agreed with an earlier ruling that Kendeh was effectively “one of us” because he had come to the UK at such an early age and had only a grandparent in his country of birth.

Sir Henry, president of the Asylum and Immigration Tribunal on appeal, is a long-standing human rights campaigner and a former chairman of the National Council for Civil Liberties, now known as Liberty.

Mrs Browne, from south London, said the decision was absurd because Kendeh has a “very poor emotional relationship with his parents”.

She explained: “He does not have a relationship with his family here so why not deport him to Sierra Leone where he can start afresh?

“It is not a reason to keep him in the UK. He is a very violent and dangerous offender.

“The attack has had a devastating effect on my life. My freedom has been taken away.”

The case once again highlights the difficulty in deporting foreign criminals because of human rights law and is embarrassing for the Government.

In another high-profile case recently, Italian-born Learco Chindamo, who murdered head teacher Philip Lawrence, was allowed to stay in the UK after a judicial review.

Mrs Browne, who works for a legal firm, was attacked in 2003 as she jogged around a park near her home.
Kendeh, from Peckham, dragged her into bushes and sexually assaulted her.

Mrs Browne said: “He jumped in front of me, grinned, and as I tried to take a step, his right arm came out and grabbed me around the neck.

“His whole focus was on trying to remove my lower clothing. I feared that if I shouted out he would pull a knife.

“I punched him but he still carried on. So I hit him harder. But he just smashed me in my mouth.”

He pushed her to the ground, removed her clothing and began to molest her.

“I thought he was going to rape me,” she said. “He only didn’t because I fought him off – by now I was kicking him hard – or because he heard somebody.”

She said of the latest court decision: “I feel let down. How is it right that somebody who has offended so seriously against defenceless women is allowed to remain in this country?”

Mrs Browne, who has been married for 14 years, said: “I am trying to keep going. I still go jogging and am going to compete in the New York marathon on Sunday. I will not allow Kendeh to destroy my life.”

Her husband Neill, 42, said: “It’s about time the rights of the victim were taken into account. This evil man has devastated our family.”

A Home Office spokeswoman said: “We are disappointed with the court’s decision.”

She added: “New legislation passed today will link criminality much more closely with deportation, meaning that foreign national prisoners will face automatic consideration of deportation where they have committed a serious crime.”

Shadow Home Secretary David Davis said: “This is yet another judgment that demonstrates we simply no longer have control over who does and does not stay in our country, no matter how evil their deeds may be.”

The Paedophile Information Exchange

It isn't in any history books that I have read so far, but the Paedophile Information Exchange does deserve to be mentioned in the History of the British Isles, in the same way that The Nazi Youth Movement has a place in the chronicals of Germany.

It was set up as a special interest group within the Scottish Minorities group and was relocated to London in 1975 where Michael Hanson, who was the first Chairman, was succeeded by 23 year old Keith Hose, who had connections with the Gay Liberation Front. The agenda for the GLF was to question the validity of the family as a basis of an economic, social and sexual system.

PIE sought to change public opinion on paedophilia by the means of media publicity. Their aim was to make paedophilia acceptable in society, and to provide a means of paedophiles contacting each other. They produced magazines for this purpose. In 1976 a magazine called Understanding Paedophilia was produced, which included articles from psychologists with the aim of making paedophilia respectable and normal. Another magazine was called Magpie, this contained news articles, book and film reviews, articles, non-nude photographs of children, humour about paedophilia, letters and other contributions by members. In 1977 PIE produced another regular publication called Childhood Rights. When the editor ('David') retired, this content was assimilated into Magpie.

In 1976 PIE was asked to help the Albany Trust, to produce a booklet on paedophilia which was to have been published by the Trust. This collaboration was 'uncovered' by Mary Whitehouse, who alleged that public funds were being used indirectly to subsidize 'paedophile groups'. The Albany Trust was partly supported by government grants. The Trustees decided not to publish the booklet, saying that it wasn't sufficiently 'objective'. A year later a question was asked Parliament by Sir Berbard Braine, but, despite a statement by Home Office minister Brynmor John hat there was no evidence of public money going to PIE, the issue was drawn out into 1978 in the letters pages of The Guardian and The Times.

In 1978 several PIE committee members were arrested for indecency crimes against adults and children. In 1981 Tom O Carroll, the author of Paedophilia: The Radical Case was jailed for two years for conspiracy to pevert the course of justice. In 1984 it was announced that the group was closing down. However, the group has certainly not closed down, but assumed many different names, the Wonderland Club being one of them.

The UK has got cancer!

As someone who has been both a victim of the evil Pindown child "care" system, plus had the misfortune to be dragged through the secret family courts by the man who raped me for almost seven years, I have come to the conclusion that the main source of danger to vunerable children comes from the area labelled "child protection".

I have set up this blog to try to unravel exactly what is going on in the UK regarding institutional child abuse. I have been concerned about the failings of the government for many years, and have gained a great deal of insight as to where they are going wrong.

That is the purpose of this blog - to uncover and destroy the international paedophile ring that has laid down roots in this country, my homeland, the United Kingdom. I intend to look at the history of this country, to weed out the very roots of this paedophile ring. The police have made very few arrests so far - they found over 7000 people involved in paedophile activity in this country during Operation Ore. The people they arrested and charged were not the ringleaders, who are very powerful and have used their wealth, power and influence to avoid the exposure and punishment for their evil crimes against the children of the UK. The time has come for these vermin to be fully exposed, and for them to be brought to justice for their crimes.

Some people might think that this is an impossible task. How can one weedy old woman take on this enormous paedophile ring? It might seem like a very big joke to some people, but the people who watched David the shepherd boy slay Goliath the giant must have laughed and mocked as well.

God has got His eye on this country. He is not pleased when children are abused and He is not pleased when the justice system, which is meant to administer justice in His name (hence the Holy Bible to swear oaths on in every courtroom) is perverted in favour of the miscreant.

This is my homeland, and I do not want to leave it and live elsewhere. It is a beautiful country, full of good things, but it is being ruined by just a few bad people. We all know that our country has something seriously wrong with it, we all grumble about the government and the violence on our streets, but what many people do not see is the link between the destructive behaviour of many of our young people, who feel utterly let down and beyond hope, and the complacency and corruption at the very top of society. This is what I intend to expose, just as a surgeon cuts the flesh to expose the cancerous growth, which needs to be removed before the patient can get well. The UK is suffering from such a cancer, it is called Corruption In High Places.
